Through years of training, Victor manages to use this weapon with relative ease.

Victor's right hand is Cybernetic, it was cut off in a mission a few years ago, he replaced and upgraded it, making it into a weapon of its own for him to use in tight situations. It is known as an offensive-type Kickstarter, which generates enough electric energy to shock his enemies. It is a nonlethal amount, only enough to taze his foe, either to stun them or to give himself a window to escape in the case he's out-matched. The cybernetics are EMP resilient.
Training:
Victor received all his training from the Assassin's League, with his instincts to kill being enhanced greatly through it. He's well taught in the arts of disguise and acting, however he's never been very good at seducing people. He rarely uses any of those techniques however, instead choosing to just find his target and kill them with his sword. Speaking of his sword, he was specially trained by the league in how to use his sword, as it is way too large to be used normally.
Strategies:
Victor is actually pretty no-nonsense about his kills for a psychopath. He prefers to quickly go for the throat and limbs. He will try to use Kusanagi's wide range to simply lob off limbs and his opponent's neck, simply making a blood fountain of them. He is very fond of overkill however, and will chop limbs off nonstop even after he's killed the target.
Fighting Style:
Victor mainly uses his sword Kusanagi, using the training given to him by the Assassin's League, he handles it with ease. He will use his speed and wide range to his advantage, dodging attacks thrown at him whilst also attempting to lob off the limbs of his opponents and quickly put an end to his target. They are all wearing expensive suits, they are bald, and the strange lighting seems to prevent you from seeing their eyes. These men are all identical to each other, and they don't seem to move at all as they stare at you from all corners. They begin to question you, their monotone, alien-like voices are unnerving, but you realize something. There seems to be no way in... and no way out. You have no choice but to answer their questions now...)

Victor: Well then... isn't this interesting. The name's Victor Flass, I'm the guy that get's off of cutting guys in two. How's that for an introduction?

(The same as Act 3, though changed for the new setting. Your character wakes up, only to find them self sitting on a plan steel chair, surrounded by a dozen identical men. They are all wearing expensive suits, they are bald, and the strange lighting seems to prevent you from seeing their eyes. These men are all identical to each other, and they don't seem to move at all as they stare at you from all corners. They begin to question you, their monotone, alien-like voices are unnerving, but you realize something. There seems to be no way in... and no way out. You have no choice but to answer their questions now...)
???: Subject is Vito Viceversa, commencing interview.... please introduce yourself...
Vito: Geez... (Vito rubes his forehead, his eyes closed. As soon as he opens them he looks absolutely shocked) woah there... I've seen enough movies to know where this is going...!
???: That could prove beneficial. It means that you realize that you must answer our quetions before you can leave. Introduce yourself, please.
Vito: Alright... alright... give me a moment... this is weird- REALLY weird...-!
???: Introduce yourself.
Vito: Where the hell am I? Do you just pluck people and drop them in here with little to no warning, then just expect them to answer questions like that!? You could be seriously scarring some people here! What are you guys anyways...!? Aliens...!? It's gotta be aliens...!

Vito: You mean... where I was born? Alright. I was born in Sicily, I have 6 siblings. We were a pretty simple people, you know? I lived a nice, simple life, went to college, had an office job... but then The Cataclysm happened. Suddenly... it was a lot harder to make a living... especially in Italy. You know how bad it is in Europe? Pretty bad. Worse than here. Anyways, Sicily, alright? You happy?
???: Noted. You say that you grew up in Italy--when did you go to North America? And what was your primary reasoning behind it?
Vito: I went to Scarlet City. For opportunity! I figured it'd be easier to find a job there... it wasn't. I left Sicily cause I didn't wanna be the scum of the earth and still make a decent living... but it turns out Scarlet was just as bad. I ended up joining a more... erm... professional gang... we robbed banks. You know? Like those badass prohibition era bank robbers! We dressed like them too... I do love wearing a nice suit.
???: And what of your family in Sicily?
Vito: Well, I sent them money every time I got a chance. Sent them letters, they sent some back. Eventually... they stopped replying though. I figure they're all dead. It happens, you know? In this world we live in... I remember how it was before the Cataclysm...
???: Noted. Could you elaborate about the criminal group you were a part of in Scarlet City...?
Vito: We called ourselves "The Dillingers"... we all posed as brothers even though we looked nothing alike, tch. Anyways we just robbed a few banks here and there... I really respected the boss... he was a great man. He was shot dead, we messed with the wrong people, ended up stealing from the 1% Mob... entirely by accident of course. We split up after that...
???: And where did you go after you split up?
Vito: Everywhere. Heh. Motor City, Paradise Bay, Chicago... luckily I made it outta there alive... serving different bosses, they all died though. Eventually I just decided to retire...
???: However, you didn't remain in retirement, did you...?
Vito: No... I didn't...
???: What is your current status?
Vito: I'm a Capo in the Blood Brothers. I also work as their strategist because, er... of my experience.

Nobody would hire me... so I put on a stupid star mask, said it was part of my gimmick... and suddenly I got jobs again! We live in an idiotic era... and the boss... she represents the future. Now, sure, they care about Cain and Josephine... but I can assure you twenty years from now... they'll be talking about Blood Dragovich. She's the next big thing... I'm not sure she's even figured herself out yet... but I know... she's gonna be big... I just want to help her get there...
???: What do you do in your work for Blood....?
Vito: I try my best to be the master planner that I sell myself off to be. I plan the heists, the moves... and when it's needed I get my hands dirty... I'm more than willing to take a life if the boss requires it of me...
???: Speaking of taking lives...how do you defend yourself?
Vito: I have a gun, and a knife...?
???: ....Is that....it?
Vito: I'm also psychic.
???: Elaborate.
Vito: Well, I can change into other people! But only people I've seen the appearance of! I can't just make up an appearance and change into it, yah get it?
???: And this is something that stems completely from your psychic powers...?
Vito: Yep... it's not really as impressive as what some of the other psychics I've seen can do... but it fits me. I don't really care much for getting into shootouts. I'd rather I get what I need done without the need for any fighting...
???: And you said that you're the strategist of your faction....would you consider your strategies effective?
Vito: I'd like to think so... I... I really have to tell myself that a lot. I've failed many of my bosses... a lot of them wound up dead... I'm not going to fail again...
