It can do far more than just protect him from the rain - it has the ability to shoot bullets, as well as a few features he's still working on perfecting. Other than that, he carries knives and a couple handguns, but not much else.

Jasper has about fifty billion cybernetic enhancements. His favorite and most prominent is the cybernetic implants he has that allows him to, quite plainly- turn invisible. He also has cybernetics in his throat to enable him to change his voice however he pleases, and cybernetics in his eyes that allow him to access important information whenever needed. Included in those cybernetics is information and the ability to speak nearly any language, as easy as if he'd been born in its native land.
Training:
Jasper is primarily self-taught, with a few mentors here or there that he studied under for only short amounts of time. Nearly all of his combat skills, he learned by watching other fights and adapting his skills to use those moves. Some amount has been simple practice, other parts he perfected through observation, and a large portion of his success comes entirely from his ninja-like skills. The mechanical stuff was self-taught primarily too, however he did train under and elderly man who owned a mechanic shop- before he passed away, leaving the shop to whoever would take care of it.
Strategies:
Jasper's main strategy is to use stealth or deception wherever possible in his fighting to make his job easier- so of course, if he can, he's going to try and use that method of attack first. If, however, this doesn't seem to be working well, he'll fall back on or sometimes just simply use the skills he's learned from studying bartitsu in order to help him defeat his opponent quickly.
Fighting Style:
Almost all of Jasper's fighting revolves around stealth. He's not totally helpless in a direct, one on one combat situation- in fact, he's studied the art of bartitsu extensively- but it's not his favored method of combat. When he's really in his element is when he's using his cybernetics in order to help him- to manipulate his opponent, seduce them, or even to turn invisible and attack while they're still trying to find him.

Your character wakes up, only to find them self sitting on a plan steel chair, surrounded by a dozen identical men. They are all wearing expensive suits, they are bald, and the strange lighting seems to prevent you from seeing their eyes. These men are all identical to each other, and they don't seem to move at all as they stare at you from all corners. They begin to question you, their monotone, alien-like voices are unnerving, but you realize something. There seems to be no way in... and no way out. You have no choice but to answer their questions now...
???: Subject is Jasper Everhart, commencing interview.... please introduce yourself…
Jasper: (Groans some, sitting up slowly) ... Y'know... as cool as I am with kinky shit, I don't particularly care for rape fantasies--
???: What is your point of origin?
Jasper: Your mom. (Blank stare)
???: If you wish to leave you must answer our questions.
Jasper: … My mom.
???: False. We do not have a mother, we are the collective. We are that which keeps order and records the events of the world. As such, you could not originate from our mother when none exist.

We didn’t… talk a whole lot while working together with Paladin- I honestly expected him to be far more irritating than he turned out to be. We’ve been traveling together since we left No Man’s Land though… He’s interesting.
???: And what about your other travelling companion?
Jasper: L- … Smile? (Grins) He let me give him a makeover and let me tell you he went from kind of cute to hot as fuck very quickly- took a lot of work to convince him to spend a night with me, trust me, but it was worth it--

???: It would be illogical to trust a supercriminal. Are you aware that you have a threat rating of A and a bounty of 650,000. It seems that despite your prior work experience Paladin wants you dead. What do you think of this?

Jasper: (Chuckles softly) Yeah, a lot of them probably aren’t as good as me with disguises-- (Hesitates as they ask the next question) … A lot of ways. I have an umbrella that does a ton of shit, I’ve trained with a lot of different ways to use it including some fancy shit that I never bother to remember the name of and I also have cybernetics that let me turn invisible whenever I want. (Smirks)

Second, she has a long distance weapon, with the form being that of a rather large and deadly looking machine gun. She has managed to design this to shoot either bullets, or in fact, fire balls. She can't typically move all that fast while using it, but that doesn't tend to cause too many problems for her given that she only uses it from a distance.
The third of her weapons is what appears to be a large, red, zweihander, with a portion closer to the hilt of the blade that is in fact serrated. This weapon typically causes more damage than the slimmer sword she has, but does in turn slow her down some while using it.
Finally, she carries a combat knife strapped to her thigh just in case of emergencies.
Powers:
Using her nanomachines, Celica is able to change her clothes at will- because the 'fabric' is in fact made out of the little things. That being said, they're able to sense when an attack is closing in on her and harden to form an armor sort of material, protecting her from damage- though the protection won't be as effective if she isn't paying attention. Her nanomachines can also form into one of two weapons that she's figured out the design for.

Celica has been with the Assassin League since the age of 12 and has undergone plenty of training in relation to that. She's very dedicated to studying and training, wanting to not only give back to those who saved her when she was a girl, but to learn more efficient ways of killing people in order to keep them from suffering.

When engaged in a fight, Celica will usually only go for killing blows. She knows this isn't smart, ye does this is because she hates causing unnecessary pain- so whenever possible, she'll avoid causing too many injuries prior to a fatal attack. She won't risk losing her target if she can't make that happen, though- if the opponent or target tries to escape, she'll incapacitate and then kill them. This all changes when she's angry, though- piss her off and she doesn't care how much you suffer. In fact, she may purposefully cause more painful injuries than possibly fatal ones in order to cause what she sees as karma.
Fighting Style:
Celica has trained for years under the watch of the Assassin League, working to make herself the best that she can be- and that shows when she's fighting. Celica: As soon as they decided they trusted me enough- three or so years after starting my training was the first time I got anything serious. Before that it was more like errands than anything.

Celica: … What were they like? (Frowns) … I work for the Assassins League. They were pretty straightforward, kill this person, try not to be blatantly obvious about it. And what about them…? I generally try keeping to myself.

Celica: … Again with the elaborate… (Grumbles a bit before realizing what they asked) Oh, that. Yeah, unique is definitely a good word for it. (Actually smiles some, sitting up) I’ve become pretty good at the use of nanomachines when I fight, so pretty much anything I can imagine, I can create with them and fight with. I have a few favorite designs, but I really like working on new plans, just so I can see what else I can do with them.
???: What are some of your... "favorites"?
Celica: Your vocabulary expanded, good job! (Smirks a little) See… I have two blades, swords really- one is a lot lighter and easier to move with, doesn’t mess up my speed at all, so I use it a lot. I’ve even figured out how to make the blade electrified, just for an added bite. I have a bigger sword too, a lot heavier and it can certainly cause a lot more damage, but it slows me down a little so I don’t like to use it as often… And then I also have this sort of… well, saying it’s a gun is an understatement. It’s huge, and really good for when I’m further away from my enemies, but only if I’m far enough away they won’t be able to get to me quickly- it’s pretty heavy, and I can’t really move as well with it… (Grins some)

Your character wakes up, only to find them self sitting on a plan steel chair, surrounded by a dozen identical men. They are all wearing expensive suits, they are bald, and the strange lighting seems to prevent you from seeing their eyes. These men are all identical to each other, and they don't seem to move at all as they stare at you from all corners. They begin to question you, their monotone, alien-like voices are unnerving, but you realize something. There seems to be no way in... and no way out. You have no choice but to answer their questions now...
???: Subject is Celica Locke, commencing interview.... please introduce yourself...
Celica: ... Wh- (Groans as she starts to wake up, rubbing her eyes and frowning as she realized she wasn't where she remembered falling asleep) What the hell...? (Stares at the figures surrounding her a moment before raising a brow) ... Celica Locke. You know that. What is the meaning of this?
???: You are an anomaly. We are here to examine and document you. You are here to answer questions.
Celica: … Anomaly…? (Frowns at the odd choice of words, but tries to play it cool) Kind of freakish but I don’t suppose I’ll get out of it? Something’s keeping me here if I’m not restrained, you don’t strike me as stupid… (Sighs) What questions?
